Abstract

This study examined the effect of contract planning on the performance of public building projects, using Makurdi, Benue State as a case study. The research was necessitated by frequent cases of project delays, cost overruns, and quality failures in public sector construction. The study adopted a descriptive survey design and used both primary and secondary data. A sample of 133 respondents including engineers, architects, quantity surveyors, and public officials was selected using purposive sampling. Data were collected through questionnaires and analyzed using descriptive statistics, Pearson correlation, and regression analysis. Findings revealed that while some aspects of contract planning such as scope definition and budgeting are adequately addressed, others, particularly risk allocation and stakeholder involvement, are weakly implemented. Statistical analysis confirmed a strong and positive relationship between effective contract planning and project cost, time, and quality performance. Major challenges identified include political interference, corruption, and insufficient professional capacity. The study concludes that strategic contract planning is essential for public building project success and recommends improved stakeholder participation, stronger institutional frameworks, and better risk management practices. The study contributes to the growing literature on construction management and offers practical recommendations for enhancing infrastructure delivery in Nigeria.
